2005 CSR Awards Ballot (update3)
Thanks to all those who submitted their ballot for the 2005 Charles S. Roberts Awards. The official nominees for each category will be announced Wednesday evening, June 7, at the ConsimWorld Expo. To learn more about the origins of the CSR Awards and the founding father of the hobby, please read Charles S. Roberts: In His Own Words.
The balloting process is now completed.
Please review the list of games published in 2005 to base your nominee selections. You may then copy and paste the CSR ballot form into an email, complete it, and submit via email.

Based on ballots received, the 2005 CSR Award Nominees will be announced on Wednesday, June 7 at ConsimWorld Expo 2006.
Eligibility Requirements. Eligible games are new, original releases and new editions. Straight reprints/remakes do not qualify. The CSR Advisory group will determine is the degree of changes, improvements, enhancements to the previous edition are sufficient enough to warrant eligibility.
NOTE: The von Clausewitz Award is a once in a lifetime award. To view past recipients, to help ensure you don't enter someone that is ineligible, please review the past recipient list.

Many thanks to Alan Poulter for his in-depth list of board wargames published in 2005. Will there also be a comprehensive list of computer wargames published in 2005 made available?

Where are the rules for CSR eligibility?
The linked list of games made in 2005 was created by a member of a different awards committee (first paragraph). This list uses the terms "reprint" and "remake". Does such status have any impact on CSR eligibility? If so, for which categories?

I'll have to defer to the Powers-That-Be such as Rodger MacGowan on this question. I'm sure he will respond here. My personal take is that reprints is definitely a "no" -- and if any remakes are to be considered, it should fundamentally be a new game design...similar to how the recent Drive on Stalingrad game from Decision Games shared little if any commonality with SPI's Drive on Stalingrad; short of the game title only. However, to be my own devil's advocate, this would disqualify a game like BITTER END from Compass Games, which just doesn't feel quite right given the work done to bring that game back to market...I can see folks wanting to vote for this item, if that's their preference.
So my short answer is: "I don't know and am not authorized to make such a decision" -- so let Rodger MacGowan as chairman clarify this for all of us. Thanks for raising this question.

Thanks, John. Without a definitive list of eligible games from the CSR committee or an explicit barring of all games listed as EITHER reprinted or "remade" on the IGA list, it seems very subjective to me. That's fair, as long as the CSR committee counts all votes rather than applying "hidden" tests.

If a 2005 game has had significant changes made since it was published, which version of the game should we consider? The original as published, or a later version? If a later version, do we exclude versions published in 2006 or those that are still in post-publication playtesting?

On the positive side, I'd like to recommend the addition of an award category for best website.
On the negative side, looking at the 2005 game list, I am only seeing ten or twelve games that are eligible for the post wwii category. On the other hand, roughly 50 percent of the games on the list are pre wwii. I think there should be categories for pre-gunpowder, gunpowder, wwii, and other 20th/21st century wars. I think it is absurd for Crusader Rex and Triumph of Chaos to be in the running for the same category.

Received word from Rodger MacGowan that the CSR Awards focus solely on new releases. Reprints or remakes are not treated as new game releases (focus is on new, original work), so they are not counted in the balloting process.

Freeman makes a great point -- the "Pre-WWII" category is severely out-of-date in 2006. 20 years ago, when nearly everything was WWII, ACW or Cold War, it made sense, but not anymore.
If the awards committee is reading this, I'd even recommend splitting Pre-WWII into more than just two categories: Pre-Gunpowder, Pre-19th Century Gunpowder, 19th Century (including Napoleonics), and Pre-WWII 20th Century.
Today's hobby can support that. (A category could perhaps be cancelled for a year if it doesn't have 3 valid nominees).

Second, in regard to Craig Grando's comment above (This list uses the terms "reprint" and "remake") I would to give some background.
There was in the past a lot of debate amongst the IGA Panel members on what the difference was between a reprint and a new edition and which games were which. The first question is pretty deep (putting my work hat on here as a lecturer in information science), the second equally tricky. To avoid getting lost in a definitional quagmire, we decided to add 'best guess' tags (the examples above) and then let the Panel choose anything they wanted, trusting in Panel member's instrinsic common sense.
My suggestion would be to re-open the definitional debate by, say, the use of a special folder here. It would have two objectives:
1) the creation of an industry-standard set of definitions to distinguish between different versions of a game
2) to apply those definitions to each year's worth of 'new' games
Note that this is not the only problem that affects the yearly list of board wargames. There is also an inclusivity issue (what is a wargame?) and a form issue (what is a board game?).

I have clarification from Rodger MacGowan on eligibility. Quote follows:
The confusion is between "reprints" and NEW "editions" of games. "Yes" to NEW editions -- this has always been our policy. "No" to straight REPRINTS -- reprints, without MAJOR changes, do not get a 2nd, 3rd chance to be nominated and/or win awards.
Finally, whether or not a New Edition title is subject to being nominated will be based on the decision of the CSR Advisory Group. What the advisory group will determine is the degree of changes, improvements, enhancements to the previous edition. It must be significant, otherwise it is a reprint per se.

Thanks for the clarification John.
It might be a good idea to make that ruling before people vote so they do not waste their vote. This way everyone knows ahead of time. Also, there are some items on the 2005 list that simply appear as "reprint" when in fact they are a "new edition".
Either way, I will accept the ruling as it relates to our game Bitter End, if in fact we are in the running.

Quick clarification. If you want to vote for only a single item in a given category, you need only list your selection once. You can't submit "extra" votes for a given title by voting for it more than once in a given category.

This is strange, because last year I had both Verdun & Fall of Tobruk in the running for a Charlie and yet both were also 'remakes' w/o having had "Major Work"....
I guess it really only makes a difference if there was enough contenders already. If there isn't, then a few 'illegal' choices can be added to fill out the category so it looks like there was real competetion and not just a giveaway.

I am interested in voting, but it is not clear if a partial ballot is acceptable.
I can only vote in a couple of categories and can't give a top 3 in them. I am not interested in ranking things I have not seen first hand.

In going through the games published in 2005, it struck me how much the WWII games dominate the industry. It seems like only a handful of games were published in the Napoleonic period, and almost none in the ACW last year. Ancients had a decent amount of games, but other than that, the list is really skewed to WWII.

Must just be that phase of the cycle that pushed WWI to the forefront. Well, that and WWI has generally been an under explored area for contemporary wargame design for a long time, and thus was/is still ripe for development.

This is the first year that I can recall not having 3 games to list in the WWII category for the CSR Awards. Quite a shift from even ten years ago, when WWII and ACW were 1-2 in the "games published" ranks.

How about, for starters:
Fire in the Sky - brilliant redesign of Japanese design, the entire PacWar in a single night, VitP for the 21st Century, 1" counters!!
Silent War - really outstanding sim, high production qualities, top effort from a rookie firm, 'play a couple of turns and run off to work' flexibility.
Mighty Endeavour - hugely popular and playable Western Front, very nice graphics, stable rules system.
And that's not counting the magazine wargames!
