The Situation
The late 19th century saw the rise of new industrial powers in many parts of the globe. The end of serfdom brought massive economic expansion to the Russian Empire, while the Meiji revolution of 1868 catapulted Japan into the modern era. As both nations expanded, their interests clashed in northeastern Asia. The Japanese defeated the Chinese in the Sino-Japanese War of 1894, but Russian pressure helped force the return of key ports to the decrepit Chinese Empire. Four years later, Japanese nationalists became even more infuriated when the Russians appropriated those same ports for themselves. By late 1903 the Japanese became convinced that they could not reach a peaceful settlement with Russia.

Planning began for a campaign to defeat the Russians, first in Korea and then in Manchuria. The Japanese had to control the sea; every Japanese fighting man and very item of war had to be transported to the mainland.

While diplomats continued to talk, Japan planned to open the war with a surprise attack on the main Russian naval base at Port Arthur. On the evening of 8-9 February 1904, ten Japanese destroyers crept into the harbor. The new century was about to see its first test between two Great Powers.

The Game

1904-1905 RUSSO-JAPANESE NAVAL WAR is Volume 5 of the Great War at Sea series, recreating on the Operational and Tactical level the Russo-Japanese War that ended decisively at the Battle of Tsushima. Every ship that fought for Russia and Japan is included. Single ship counters for Battleships, Armor Cruisers, with smaller ships portrayed in two, three, and four ship squadrons.

Players plot the movement of their fleets on the strategic map in advance. When opposing fleets meet play moves to the tactical map, where ships maneuver and fire on one another with guns and torpedoes. The strategic map may overlap with US NAVY PLAN ORANGE. Also included in a world navigation map for the Russian Baltic Fleet to use to get to the Far east. New rules include Crew Fatigue and adjusted pre-dreadnought eyeball sighting range. Scenarios recreate the historical battles as well as the "what-if" battles that could have occurred during the 1904-1905 Russo-Japanese naval war.
